Remove mutton and set aside; strain the cooking liquid.
Measure the strained liquid and add enough water to make a total of 4 cups.
Bring the liquid to a boil and add rinsed basmati rice, salt, and spices.
Reduce heat, cover, and cook until rice is tender and liquid is absorbed, about 20-25 minutes.
Fluff the rice with a fork and place the mutton on top.
Garnish with cilantro and serve with lemon wedges.
