Add salt, chopped scallions, minced garlic, thyme, and bay leaves.

Bring mixture to a boil over medium heat.

Reduce heat to low and cover pot tightly.

Simmer for 15-20 minutes until rice is tender and liquid is absorbed.

Remove pot from heat and let sit, covered, for 5 minutes.

Fluff rice with a fork before serving.
