Vegetable oil is often less expensive and works well for sautéing.
Preheat 2 1/2 tablespoons of olive oil in a large pot.
Add chopped scallions to the oil and sauté until fragrant.
Add chopped sweet bell peppers, sliced garlic, and sliced onions to the pot; sauté until softened.
Add a small amount of chopped hot pepper to the mixture.
Lower the flame and add the calaloo to the pot, stirring to incorporate with the sautéed vegetables.
Cover the pot and steam for about 3 minutes on low heat.
Open the pot and stir to incorporate the herbs and vegetables, allowing steam to escape.
Add picked salt fish to the pot, mixing it in without adding additional salt yet.
Add grated garlic and a pinch of black pepper to the mixture; stir to combine.
Cover the pot again and steam for an additional 5-6 minutes, checking occasionally.
Taste the mixture to see if more salt is needed, adjusting as necessary before serving.
