Remove seeds from red jalapenos and bird's eye chilies.
Slice the chilies and garlic.
Pound the chilies and garlic in a mortar and pestle to bruise them, then transfer to a food processor.
Add salt (3% of the weight of the combined chili and garlic mix) while pounding.
Transfer the mixture to a sterilized glass jar.
Add palm sugar (6% of the weight of the combined mixture) and mix well.
Use ceramic weights to push down the mixture and remove air pockets.
Cover the jar with a fermentation lid or cloth and let ferment for 3 to 7 days, tasting daily.
After fermentation, add rice vinegar (10% of the weight of the chilies) to the mixture.
Transfer to a blender and blend until smooth.
Heat the mixture to evaporate water content and stop fermentation, stirring to prevent sticking.
Transfer to a sterilized jar for storage.
