Heat milk and water in a pan with butter until it reaches 55°C, stirring occasionally.
In a large bowl, mix strong white bread flour, sea salt, cast sugar, cinnamon, and mixed spice together.
Add 7 grams of instant yeast to the dry ingredients and mix well.
Pour the warm milk mixture into the dry ingredients while mixing with a dough hook until a shaggy dough forms.
Add one egg to the dough and mix on medium-high speed until the dough pulls away from the sides of the bowl.
Add 175 grams of mixed dried fruits (sultanas, raisins, currants, and mixed peel) to the dough and mix on low-medium speed until incorporated.
Transfer the dough to a lightly greased surface and knead using a slapping and folding technique until smooth.
Place the dough in a lightly greased bowl, cover with cling film or a tea towel, and let it prove in a warm place until nearly doubled in size.
Prepare the filling by mixing soft butter, light brown sugar, 2 teaspoons of cinnamon, and 1 teaspoon of mixed spice in a bowl until combined.
Once the dough has risen, roll it out and spread the filling evenly over the surface.
Roll the dough tightly into a log and cut into equal pieces to form rolls.
Place the rolls on a baking sheet lined with parchment paper, leaving space between each.
Cover the rolls and let them rise until puffy, about 30-45 minutes.
Preheat the oven to 375°F (190°C).
Bake the rolls until golden brown, about 20-25 minutes.
Once cooled, glaze the rolls with apricot jam and top with cream cheese icing.
