Rinse chicken wings a few times with water and pat them dry.

Marinate the wings with salt, white pepper powder, dark soy sauce, and rice wine. Mix thoroughly and let marinate for at least 20 minutes.

Chop one green onion into small pieces and prepare some whole peeled garlic.

Heat oil in a pan over medium heat and sauté the garlic until most of the outer surface is golden, then remove from the pan.

In the same oil, pan-fry the wings, spreading them out in the pan until the bottom is golden brown, then flip and pan-fry the other side until golden brown.

Add Japanese cay (katsuobushi), oyster sauce, soy sauce, a little sugar, salt, dark soy sauce, and the sautéed garlic to the pan with the wings. Stir to mix evenly.

Put the lid on and turn the heat down to medium low. Let the wings cook for five minutes, then flip them over and cook the other side for another five minutes.
