Combine 1/2 cup of water and 1/2 cup of whole milk in a medium sized pot.

Add 1/2 cup of unsalted butter, 1 teaspoon of granulated sugar, and 1/2 teaspoon of salt to the pot.

Turn the stove to medium heat and stir until the butter melts.

Bring the mixture to a rolling boil, stirring until foamy.

Add 1/2 cup of all-purpose flour all at once and mix until combined.

Reduce heat to low or medium low and mix vigorously until the mixture forms a ball and pulls away from the sides of the pot.

Remove from heat and continue mixing for about 1-2 minutes to cool slightly.

Add 4 large eggs one at a time, mixing until fully incorporated after each addition.

Once the dough is smooth and velvety, add 6 ounces of shredded gruyere cheese and 1/4 teaspoon of freshly cracked black pepper, mixing until well combined.

Preheat the oven to 400 degrees Fahrenheit.

Scoop about 2 tablespoons of dough and drop onto a parchment paper lined baking sheet, spacing them about two inches apart.

If any dough balls look wonky, dampen your fingers and reshape them.
