Add warm water and mix until a dough forms.

Let the dough rise in a warm place until doubled in size, about 1 hour.
In a skillet, heat vegetable oil and sauté chopped onion until translucent.
Add ground meat and cook until browned, season with salt and black pepper.
Stir in minced garlic and caraway seeds, cook for another 2 minutes.
Remove from heat and let the filling cool slightly.
Preheat the oven to 375°F (190°C).
Roll out the dough on a floured surface to about 1/8 inch thick.
Cut the dough into circles, about 4-5 inches in diameter.
Place a spoonful of filling in the center of each circle.
Fold the dough over the filling and pinch to seal.
Place the pies on a baking sheet lined with parchment paper.
Brush the tops with beaten egg for a golden finish.
Bake in the preheated oven for 20-25 minutes until golden brown.
