Wash and clean the bell peppers, keeping the tops to attach later.
Soak the rice and cook it until boiled.
Grate the carrots and chop the onions.
In a skillet, melt butter and sauté the grated carrots and chopped onions together.
In a bowl, mix the boiled rice, raw ground meat, sautéed onions and carrots, salt, and pepper.
Stuff the bell peppers with the filling, packing it tightly, and place the tops back on.
Prepare a roasting pan with sautéed onions and grated carrots as a vegetable base.
Fry tomato paste in the skillet until well cooked, then mix it with the sautéed vegetables.
Add water and sour cream to the sauce, and season with aromatic salt and pepper.
Place the stuffed peppers in the roasting pan, adding water until just below the tops of the peppers.
Cover the pan with a lid and stew the peppers until cooked.
