Boil potatoes in salted water until tender, about 15-20 minutes.
Drain potatoes and let cool slightly.
Mash potatoes in a bowl until smooth.
Add cheddar cheese, salt, and black pepper to the mashed potatoes; mix well.
In a separate bowl, combine flour, baking powder, and salt.
Make a well in the center of the flour mixture; add egg, water, and vinegar.
Mix until a dough forms; knead on a floured surface until smooth, about 5 minutes.
Roll out the dough to about 1/8 inch thick; cut into circles using a glass or cutter.
Place a spoonful of potato mixture in the center of each circle.
Fold the dough over and pinch the edges to seal tightly.
Bring a large pot of salted water to a boil; add pierogies in batches.
Cook until they float to the surface, about 3-5 minutes; remove with a slotted spoon.
In a skillet, melt butter over medium heat; add cooked pierogies and sauté until golden brown, about 3-4 minutes per side.
Serve warm with sour cream and chopped parsley.
