Add room temperature milk to a bowl and mix in active dry yeast and milk powder; whisk and let sit for about 10 minutes to activate the yeast.
After 10 minutes, add flour, sugar, butter, salt, vanilla extract, and 2 eggs to the bowl.
Mix the ingredients on slow speed for 10 minutes using a hook attachment.
Increase the speed and mix for an additional 20 minutes until the dough is formed; the dough will be slightly sticky.
Use a plastic spatula to remove the dough from the hook and place it on a clean stone plate, minimizing the use of flour to avoid a crispy texture.
Manipulate the sticky dough into a ball using a stainless steel spatula; if too sticky, add a very small amount of flour to help shape it.
Place the dough in a container, cover it, and let it rise for about 4 hours until it has doubled in size.
After 4 hours, punch down the dough to remove air and roll it out to cut into pieces for the donuts.
Cut small pieces from the rolled-out dough and place them on paper; use a spatula to transfer them for frying.
Deep fry the donuts in hot oil until golden brown; avoid manipulating the dough too much to maintain shape.
Prepare the coating by mixing caster sugar and cinnamon in a plastic bag; coat the hot donuts in the mixture after frying.
Fill each donut with strawberry jam using a piping bag, making a small hole for the jam filling.
