Melt 50 grams of butter in a saucepan over low heat.
Add 4 tablespoons of plain wheat flour to the melted butter and stir for about 3-4 minutes until it turns slightly dark and has a bready flavor.
Gradually add 2 cups of full-fat milk while stirring to avoid lumps, then add more milk until reaching a total of 6 cups, stirring continuously.
Season the mixture with black pepper, salt, and a sprinkle of nutmeg (optional).
Stir in 1 cup of grated cheddar cheese and grated Parmesan cheese, mixing for another 3 minutes until well combined and smooth.
Cook 500 grams of pasta (such as rigatoni or elbow macaroni) according to package instructions, then drain.
Combine the cooked pasta with the cheese sauce, mixing well.
Preheat the oven to maximum heat.
Transfer the pasta and cheese mixture into an oven-proof dish and top with additional cheddar and Parmesan cheese (about half a cup each).
Sprinkle oregano and chili powder or flakes on top before baking.
Bake in the oven for about 12 minutes, or until golden brown on top.
