Add 2 cups of water to a pot.
Pour in 3/4 cup of white wine and 1/4 cup of olive oil.
Add 1 teaspoon of adobo and 1 teaspoon of sazón completo.
Mix in 1 packet of chicken base and 1 packet of culantro.
Add 1 bay leaf, 1/2 white onion, 3 cloves of garlic, and 1/2 green bell pepper, chopped.
Stir in 1 can of tomato paste and 2 quartered potatoes.
Sprinkle in 1/2 teaspoon of oregano and 1/2 teaspoon of cumin; mix everything together.
Cover the pot and cook on medium heat for 20 minutes.
