Option 1 (Boiling): Bring a large pot of salted water to a boil. Add the cauliflower florets and cook for 5-7 minutes, or until fork-tender but still slightly firm. Drain very well and pat dry with paper towels.
Option 2 (Roasting for deeper flavor - recommended): Preheat oven to 400°F (200°C). Toss the cauliflower florets with olive oil, salt, and pepper on a baking sheet. Roast for 15-20 minutes, or until tender and lightly browned.
In a large saucepan over medium heat, melt the butter. If using flour, whisk in the flour and cook for 1-2 minutes until it forms a smooth paste.
Gradually whisk in the milk, ensuring no lumps form. Continue whisking until the sauce begins to thicken and coats the back of a spoon (about 5-8 minutes).
Stir in the garlic powder, onion powder, dry mustard, and nutmeg (if using).
Remove from heat. Add the shredded cheddar, Gruyere (if using), and cream cheese (if using). Stir until all the cheese is melted and the sauce is smooth. Season with salt and pepper to taste.
Add the cooked/roasted cauliflower to the cheese sauce. Gently stir to coat the cauliflower.
Pour the mixture into your prepared baking dish.
In a small bowl, combine the panko breadcrumbs, melted butter, and Parmesan cheese. Sprinkle evenly over the top.
Bake in the preheated oven (375°F/190°C) for 15-20 minutes, or until bubbly and golden brown. Broil for 2-3 minutes for an extra crispy top if desired.
Let cool for a few minutes before serving. Garnish with fresh parsley or chives.
