Add the yeast mixture to the flour mixture along with milk powder and mix until a dough forms.
Knead the dough on a floured surface until smooth and elastic, about 10 minutes.
Incorporate softened unsalted butter into the dough and knead until fully absorbed, about 5 minutes.
Place the dough in a greased bowl, cover, and let rise in a warm place until doubled in size, about 1 hour.
Punch down the dough and divide it into equal portions.
Shape each portion into a ball and place in a greased baking dish.
Cover and let rise again until doubled, about 30-45 minutes.
Preheat the oven to 350°F (175°C).
Brush the tops of the rolls with a mixture of matcha powder and water for a golden finish (if applicable).
Bake for 20-25 minutes until golden brown and hollow-sounding when tapped.
Remove from the oven and let cool slightly before serving.
