Make the citrus marinade with orange juice, lemon juice, olive oil, soy sauce, orange zest, lemon zest, garlic powder, and onion powder.
Let the tilapia soak in the marinade in the fridge for up to four hours.
Coat the vegetables (carrots and broccoli) in olive oil and roast them for 20 minutes.
Slide the vegetables over to make room on the sheet pan and roast the tilapia for around 15 minutes.
Prepare the sauce by boiling the remaining marinade until it thickens, about five minutes.
Plate everything and drizzle the sauce on top.
