Boil potatoes in salted water until fork-tender, about 20 minutes.
Drain potatoes and let cool slightly before peeling.
Pass the peeled potatoes through a ricer into a large bowl.
Add flour, eggs, and salt to the riced potatoes; mix until a dough forms.
Knead the dough gently on a floured surface until smooth, about 2-3 minutes.
Divide the dough into smaller portions and roll each into long ropes.
Cut the ropes into small pieces to form gnocchi, about 1-inch long.
Press each piece with a fork to create ridges for sauce adherence.
Bring a large pot of salted water to a boil; add gnocchi in batches.
Cook until gnocchi float to the surface, about 2-3 minutes; remove with a slotted spoon.
In a skillet, heat olive oil and sauté garlic and onion until translucent, about 5 minutes.
Add tomato sauce, basil, and season with salt and pepper; simmer for 10 minutes.
Preheat oven to 375°F (190°C).
In a baking dish, layer gnocchi with ricotta, mozzarella, and parmesan cheeses.
Top with remaining sauce and sprinkle with parsley.
Bake until golden and bubbly, about 20-25 minutes.
