Combine 4 cups peeled and chopped Granny Smith apples, 2 tablespoons all-purpose flour, 1/2 cup sour cream, 1 teaspoon ground cinnamon, 1/4 teaspoon salt, and 1 teaspoon pure vanilla extract in a large mixing bowl and set aside.
In a stand mixer, combine 3 cups all-purpose flour, 2 teaspoons baking powder, 1/2 teaspoon salt, and 2 tablespoons granulated sugar. Add 1 teaspoon cinnamon if desired.
Add 1/2 cup of Crisco all vegetable shortening to the dry ingredients and mix.
In a separate bowl, whisk 2 eggs and 1/2 cup of milk, then combine with the dry ingredients until the dough is soft.
Split the dough in half, wrap each half in plastic wrap, and refrigerate for 20 to 30 minutes.
On a floured surface, roll out the dough and cut into small round circles using a 4-inch round mold.
Add a small dollop of the apple filling on the rolled-out circles and wet the edges with milk or water to help seal.
Fold over the dough and seal the edges with a fork.
Brush each empanada with evaporated milk and sprinkle with a cinnamon and sugar mixture.
Puncture the top of each empanada with a fork to allow steam to escape while baking.
Place the empanadas on a parchment-lined baking sheet and bake for 15 to 20 minutes at 350°F.
