Remove the core from the cabbage and boil the whole head in salted water until leaves are tender, about 10-15 minutes.
Carefully peel off the leaves and set aside to cool.
Mix ground meat, rice, finely chopped onion, minced garlic, paprika, black pepper, and salt in a bowl.
Place a spoonful of the meat mixture on each cabbage leaf and roll tightly, tucking in the sides.
Preheat the oven to 180°C (350°F).
Layer the bottom of a baking dish with any leftover cabbage leaves.
Arrange the rolled cabbage on top of the leaves in the baking dish.
Mix tomato paste with water and pour over the rolls, ensuring they are well covered.
Drizzle with olive oil and sprinkle with chopped parsley.
Cover the dish with foil and bake for 1 hour.
Remove the foil and bake for an additional 15 minutes until the top is slightly golden.
