Form the mixture into patties and place them in the freezer for about 15-20 minutes to make them easier to bread.
Prepare two bowls: one with a batter of flour and water, and the other with panko crumbs.
Dip each patty in the flour batter, then coat with panko crumbs.
Cook the patties in an air fryer, but note that they can also be pan-fried or baked in the oven.
Serve the burgers with pickles, lettuce, and your choice of sauce.
