Grease a 9×13-inch casserole dish with butter.
Slice potatoes thinly and layer half in the baking dish.
Sprinkle half of the minced garlic over the potatoes.
Add half of the crumbled bacon on top of the potatoes.
In a mixing bowl, combine chicken broth, heavy cream, flour, salt, pepper, and nutmeg; mix well.
Pour half of the cream mixture over the layered ingredients.
Sprinkle half of the cheddar cheese over the cream mixture.
Repeat the layers with the remaining potatoes, garlic, bacon, and cream mixture.
Sprinkle remaining cheddar cheese on top.
Cover with aluminum foil and bake for 45 minutes.
Remove foil and bake for an additional 15-20 minutes until golden and bubbly.
Let cool for 5-10 minutes before serving.
Garnish with chopped chives.
