Turn the Instant Pot to sauté and add 1/2 tablespoon of oil to heat.
Season the chuck roast with salt and pepper on both sides.
Add the seasoned chuck roast to the Instant Pot and brown on each side for about 2-3 minutes.
Remove the roast and place it on a plate. Turn the Instant Pot off.
Pour in 1/4 cup of beef broth and use a wooden spoon to scrape up the brown bits from the bottom of the pot.
Place the seared roast back into the Instant Pot.
Add 4 cups of low-sodium beef broth, a pinch of salt and pepper, 1 teaspoon of onion powder, and 1 tablespoon of minced garlic to the pot.
Spread 1/4 cup of prepared horseradish over the roast.
Seal the Instant Pot lid and ensure the vent knob is pointed towards sealed.
Set the cook time to 60 minutes on high pressure for a thawed 3-pound roast (30 minutes per pound if frozen).
Wait about 10-15 minutes for the Instant Pot to come to pressure.
After cooking, let the pressure release naturally for at least 10-15 minutes.
Open the Instant Pot and remove the pot roast, placing it on a platter and tenting it with foil.
Add 3 pounds of baby new potatoes and 1 pound of baby carrots to the pot.
Seal the lid and set the cook time for 10 minutes on high pressure (15 minutes for softer vegetables).
After cooking, let the pressure release for about 5 minutes before opening the pot.
Serve the potatoes and carrots alongside the pot roast, pouring the cooking liquid over the roast.
For gravy, strain the cooking liquid and return 2 cups to the pot. Turn the Instant Pot to sauté and bring to a bubble.
Mix 1/4 cup of cornstarch with 1/4 cup of water until dissolved, then add to the pot and whisk for 3-5 minutes until thickened.
