Set a pan on medium heat and add oil to heat up.
Add 3 halved tomatillos, 3 jalapeños, 1 small piece of onion, and 1 garlic clove to the pan and fry for 4 minutes.
Transfer the mixture to a blender, add a handful of cilantro, salt, and a little water, and blend until smooth.
Set the salsa aside.
Reheat frijoles de la olla in the same pan on medium-low heat with 1 jalapeño and a small piece of onion for a couple of minutes.
Add 4 cups of beans to the pan and bring to a simmer, then set aside.
Wrap each hot dog in bacon, tucking the ends in to secure.
Heat a pan on medium heat and cook the bacon-wrapped hot dogs, flipping them after a few minutes.
Add yellow jalapeño and onion to the pan to cook in the bacon grease until soft.
Remove hot dogs and vegetables from the heat when cooked to liking.
Butter the bolillo rolls and warm them up.
Assemble the hot dogs by opening the bolillo, adding sour cream, the hot dog, beans, grilled onions, raw onions, tomatoes, jalapeño salsa, and mustard.
