1 teaspoon salt
1 tablespoon sugar
1/2 teaspoon black pepper
2 cloves garlic
4 green onions
2 tablespoons lime juice
2 bay leaves
1 teaspoon thyme
2 tablespoons butter
1 medium red bell pepper
1 cup peas
