Start by chopping savoy cabbage into fine pieces.
Heat a skillet over high heat.
Add bison cubes to the skillet and cook until browned, about 5-7 minutes.
Add minced garlic and ginger to the skillet and sauté for 1-2 minutes until fragrant.
Stir in shredded cabbage, grated carrots, and sliced green onions; cook until vegetables are tender, about 3-4 minutes.
Season the mixture with soy sauce, sesame oil, black pepper, and salt; mix well and remove from heat to cool.
Lay a wonton wrapper on a clean surface with a corner facing you.
Place a spoonful of the bison mixture in the center of the wrapper.
Fold the bottom corner over the filling, then fold in the sides and roll tightly to seal.
Use a little water to seal the top edge of the wrapper.
Heat vegetable oil in a deep skillet or fryer to 350°F.
Fry the mini egg rolls in batches until golden brown, about 3-4 minutes per side.
Remove egg rolls and drain on paper towels.
Serve hot with hoisin sauce for dipping.
