In another bowl, whisk together evaporated milk.

Combine wet and dry ingredients to form a batter.

Heat cooking oil in a deep fryer or large pot to 350°F (175°C).

Dip each cheese-filled hot dog into the batter, coating evenly.

Carefully place the coated hot dogs into the hot oil.

Fry until golden brown, about 3-5 minutes.
