Heat 1 tablespoon of vegetable oil in a pan over medium heat.
Add 1 diced small onion and sauté for 2 minutes.
Add 1 tablespoon of minced garlic and sauté for 1 minute.
Add 1 pound of ground beef, breaking it down and mixing it well with the onion and garlic.
Cook the ground beef until browned all the way through.
In a measuring cup, combine 1/4 cup of water, 1/4 cup of low sodium soy sauce, 1 tablespoon of rice vinegar, 2 teaspoons of sesame oil, 1/4 teaspoon of red pepper flakes, 1/4 teaspoon of ground ginger, and 1/4 teaspoon of black pepper. Mix until well combined.
Drain excess grease from the cooked ground beef.
Add the sauce mixture to the ground beef, keeping the heat on medium-low, and mix until the beef is nicely coated.
Allow the mixture to cook for 7 to 10 minutes, stirring occasionally until the sauce thickens.
Prepare white rice separately and place some at the bottom of a bowl.
Top the rice with the beef mixture.
Garnish with scallions and sesame seeds.
