Combine warm water and sugar in a bowl; sprinkle yeast on top and let sit until foamy, about 5-10 minutes.
In a large mixing bowl, combine flour and salt; create a well in the center.
Add the yeast mixture, melted butter, milk, vanilla extract, and egg into the well; mix until a dough forms.
Knead the dough on a floured surface for about 10 minutes until smooth and elastic.
Place the dough in a greased bowl, cover with a cloth, and let rise in a warm place until doubled in size, about 1-2 hours.
Preheat the oven to 350°F (175°C).
Punch down the risen dough and roll it out into a rectangle on a floured surface.
Spread softened butter over the dough, then sprinkle with sugar, cinnamon, nutmeg, almonds, raisins, orange zest, and lemon zest.
Roll the dough tightly into a log and slice into rounds about 1 inch thick.
Place the rounds on a baking sheet lined with parchment paper, cover, and let rise for another 30 minutes.
Bake in the preheated oven for 20-25 minutes until golden brown.
Remove from the oven and let cool slightly.
Dust with powdered sugar before serving.
