1

In a medium-sized bowl, blend the flour, cheese, salt, and baking powder.

2

Using your fingers, incorporate the lard until evenly distributed with no lumps.

3

Create a well in the middle and pour in the warm milk; mix until it forms a ball.

4

If the dough is too sticky, add a bit more flour.

5

Cover the dough and let it rest to help with elasticity.

6

Warm the vegetable oil in a skillet over medium heat.

7

Add the chopped onions and cook for about 3 minutes until softened.

8

Add the garlic and jalapeno, cooking for another minute until fragrant.

9

Add the ground beef and cook until browned.

10

Stir in the drained Rotel tomatoes, spices, and cornstarch; cook for about a minute.

11

Remove from heat and let it cool for 5 minutes before mixing in the shredded cheese.

12

Preheat the oven to 375°F (190°C) and line two baking sheets with parchment paper.

13

Cut the dough into four portions and roll each one out on a floured surface until about 1/8 inch thick.

14

Cut out 3-inch circles from the dough.

15

Brush the upper edge of the dough with egg wash.

16

Spoon a teaspoon of the meat filling onto the circle.

17

Fold over and press firmly to seal; use a fork to crimp the edges.

18

Repeat until all empanadas are ready.

19

Brush the tops with egg wash and bake for 18 to 20 minutes until puffed and lightly golden.
