1/4 cup shaoxing wine
1 tablespoon orange peel
1 stalk lemongrass
2 tablespoons ginger
3 cloves garlic
1 stick cinnamon quills
1 teaspoon dried chili
2 star anise
4 cups water
2 tablespoons tamari
