Heat a large fry pan over medium heat.

Add 3 tbsp of extra virgin olive oil to the pan.

Thinly slice 1 shallot and roughly chop 8 cloves of garlic.

Add the garlic and shallot to the hot fry pan and mix continuously for 2 to 3 minutes until the shallot is translucent and the garlic is fragrant.

Add 1 tbsp of all-purpose flour and mix for 1 to 2 minutes to cook off the raw flavor.

Pour in 1/2 cup of dry white wine and add the juice of a fresh lemon.

Add 1 tsp of dried oregano, 1 tsp of dried parsley, and 1/2 tsp of dried thyme, then season with sea salt and black pepper.

Finely grate in lemon zest and mix everything together, then simmer for a few minutes.

After about 3 minutes, add 3 1/2 cups of vegetable broth and bring to a boil.

Add 8 oz of penne pasta to the boiling broth, stirring every 2 to 3 minutes to prevent sticking.

After 8 to 9 minutes, place a lid on the pan and lower the heat to low medium, simmering for another 3 to 4 minutes until the pasta is al dente.

Remove the pan from heat and serve directly from the pan, topped with grated manchego cheese and chopped fresh basil.
