Scrub the whole potatoes thoroughly.
Bring a pot of water to a boil and add the potatoes. Boil for about 10 minutes until a knife can be inserted easily.
Remove the potatoes from the water and let them cool down.
Cut each potato in half and scoop out as much of the middle as possible.
Place the scooped-out potato halves in a metal tray (or ceramic/glass).
Sprinkle the potato halves with salt, black pepper, and paprika.
Preheat the oven to maximum heat.
Drizzle sunflower oil in the bottom of the tray and on the potatoes.
Place the potato halves in the hot oven for about 10 minutes to add flavor.
In a skillet, heat 3 tablespoons of sunflower oil over medium heat.
Add 2 cups of small-cut onion and 1 tablespoon of garlic to the skillet. Cook for about 4 minutes, stirring occasionally.
Add the ground beef to the skillet and cook for about 6-7 minutes, breaking it up and stirring frequently until browned.
Stir in 2 cups of tomato paste and 2 teaspoons of oregano. Cook for another 5 minutes, stirring constantly until the sauce is not too wet.
Remove the skillet from heat and check for seasoning.
After 10 minutes in the oven, remove the potato halves and add a little bit of Parmesan cheese or cheddar to the insides.
Spoon the ground beef mixture into each potato half.
Top with cubed mozzarella cheese and a sprinkle of dried oregano.
Return the filled potato halves to the hot oven for another 10 minutes until the cheese is melted.
