Preheat the oven to 425°F (218°C).
Line a large baking sheet with aluminum foil and place a metal rack over it.
In a saucepan over low heat, combine 1 cup of ketchup, 1/2 cup of brown sugar, 1 1/2 tablespoons of apple cider vinegar, 2 teaspoons of Worcestershire sauce, 1 teaspoon of garlic powder, 1 teaspoon of onion powder, 1 teaspoon of paprika, 2 teaspoons of chili powder, 1 teaspoon of salt, and 1/4 teaspoon of freshly cracked black pepper.
Whisk the ingredients together and let the mixture come to a simmer, then reduce the heat to medium-low to dissolve the sugars.
Reserve 3/4 cup of the sauce for serving later.
Season the boneless skinless chicken thighs with about 1 teaspoon of salt on each side.
Toss the chicken thighs in about 1/2 cup of the sauce mixture, reserving some for basting.
Place the chicken thighs on the wire rack and bake for 15 minutes.
Flip the chicken thighs, baste with reserved sauce, and bake for another 15 minutes.
Switch the oven to broil and baste the chicken with the remaining sauce, then broil for 4-5 minutes to crisp up the chicken.
