Preheat the oven to 350°F (175°C).
If the halibut is frozen, pat it dry after defrosting.
Line a cookie sheet with parchment paper.
Season one side of the halibut fillets with salt and pepper.
In a bowl, combine 4 tablespoons of melted butter, 1 cup of panko breadcrumbs, lemon zest, a pinch of onion powder, garlic powder, chives, and additional salt and pepper.
Mix the ingredients in the bowl until well combined.
Place the halibut fillets on the prepared cookie sheet, skin side down.
Spread the breadcrumb mixture evenly over the halibut fillets.
Bake in the preheated oven for about 15 minutes, checking for flakiness to ensure it's cooked through.
Remove from the oven and check that the fish is flaky and white.
