Cut small new potatoes into bite-sized pieces, ensuring they are of similar size for even cooking.
Toss the potatoes in olive oil to coat them.
Season the potatoes with garlic powder, kosher salt, and freshly cracked black pepper, mixing well.
Spread the seasoned potatoes onto a parchment-lined sheet pan in an even layer.
Bake the potatoes in the preheated oven for 15 minutes.
While the potatoes are baking, prepare the asparagus by cutting it into bite-sized pieces and tossing it in the residual olive oil from the potatoes.
Season the asparagus with some of the leftover seasoning from the potatoes and set aside.
In a food processor, combine chopped fresh dill, parsley, smashed garlic cloves, grated fresh parmesan cheese, almonds, panko breadcrumbs, olive oil, and lemon juice.
Pulse the mixture until it resembles a rough pesto, ensuring it is well combined but still has texture.
Remove the halibut fillets from their packaging and check for even thickness to ensure uniform cooking.
Spread the herb crust mixture evenly over the top of each halibut fillet.
After the potatoes have baked for 15 minutes, remove the sheet pan from the oven and add the halibut fillets and asparagus to the pan.
Return the sheet pan to the oven and bake for an additional 15-20 minutes, or until the fish flakes easily with a fork.
