Prepare the beef by filleting and pounding it thin.
Mix breadcrumbs, pine nuts, garlic, pecorino Romano cheese, raisins, and parsley to create a paste.
Spread the paste evenly over the beef.
Roll the beef tightly and secure with kitchen twine or toothpicks.
Heat olive oil in a 6-quart Dutch oven over medium heat.
Add diced onion and cook until soft, about 5-8 minutes.
Add minced garlic and cook until fragrant, about 1-2 minutes.
Stir in tomato paste and cook for 3-4 minutes.
Deglaze the pot with 1/2 cup of red wine, scraping up any browned bits.
Add the plum tomatoes, crushing them if necessary, and bring to a simmer.
Add water if the sauce is too thick, then simmer.
In a separate pan, heat olive oil to sear the beef rolls until browned on all sides.
Return the beef rolls to the sauce, cover, and braise until tender.
