Measure out 4 cups (480 grams) of all-purpose flour.
Add 1 tablespoon of baking powder and 2 teaspoons of salt to the flour.
Add 2 tablespoons of granulated sugar to the mixture.
Cut in 1 cup (226 grams) of cold butter until the mixture resembles coarse crumbs.
Use hands to break the butter into smaller pieces, ensuring it is coated in flour.
Add 1 and 1/3 cups (320 ml) of cold milk and mix until moistened but crumbly.
Plop the mixture onto a floured surface and pat it into a rectangle about 1 inch thick.
Fold the dough over, cut in half, and stack to create layers. Repeat this process three times.
Pat the dough into a 1-inch thick rectangle one last time.
Cut into rounds using a floured cutter, ensuring not to seal the edges.
Place the biscuits on a baking sheet and freeze for at least 20 minutes before baking.
Bake in the oven for about 20 minutes until golden brown.
