Preheat the oven to 325°F (162°C).
Melt 1 tbsp of unsalted butter and brush it on the inside of an oval-shaped broiler safe baking dish.
Slice 3 lbs of unpeeled gold potatoes and 1 large yellow onion using a sharp knife or mandolin slicer.
Arrange the potato and onion slices in concentric circles in the baking dish, slightly overlapping.
Cover the dish with a damp paper towel while preparing the sauce.
In a medium saucepan over medium heat, melt 2 tbsp of unsalted butter until foamy.
Add 1 tbsp of all-purpose flour and whisk until absorbed into the butter.
Slowly add 1 and 3/4 cups of heavy cream while whisking until smooth.
Add 1 tbsp of kosher salt, 1 tsp of mustard powder, 3 minced garlic cloves, and 1/8 tsp of ground nutmeg; whisk until combined and bring to a simmer.
Remove from heat and whisk in 3/4 cup of sharp white cheddar cheese and 1/2 cup of gruyere cheese gradually until smooth.
Pour the cheese sauce evenly over the potato and onion mixture.
Top with another 3/4 cup of sharp white cheddar cheese and 1/2 cup of gruyere cheese.
Cover the dish with aluminum foil and bake for about 1 hour.
Remove from the oven and take off the aluminum foil.
Turn on the broiler to 500°F (260°C) and broil for 3 to 4 minutes until the cheese is bubbly and lightly browned.
Allow to rest before serving and garnish with freshly chopped chives.
