Preheat oven to 350°F (175°C).

In a saucepan, combine sugar and water over medium heat; cook until sugar dissolves and turns golden, about 8-10 minutes.

Pour caramel into a round baking dish, tilting to coat the bottom evenly; set aside to cool.

In a blender, combine eggs, sweetened condensed milk, evaporated milk, vanilla extract, and salt; blend until smooth.

To serve, run a knife around the edges of the flan, invert onto a serving plate, and drizzle with dulce de leche.
