Heat olive oil in a large paella pan over medium heat until shimmering.
Add chopped onion and garlic; sauté until softened, about 3-4 minutes.
Stir in diced bell pepper and cook for another 2-3 minutes until tender.
Add chicken pieces and cook until browned on all sides, about 5-7 minutes.
Sprinkle in paprika and saffron, stirring to combine with the chicken and vegetables.
Add rice, stirring to coat the grains with oil and flavor, about 2 minutes.
Pour in chicken broth and bring to a boil; season with salt and black pepper.
Reduce heat to low and simmer uncovered for 15 minutes, without stirring.
Arrange shrimp, mussels, and calamari on top of the rice; cover and cook for an additional 10-12 minutes until seafood is cooked through.
Add peas and cover again for 2-3 minutes to heat through.
Remove from heat and let rest for 5 minutes, covered, to allow flavors to meld.
Garnish with lemon wedges and chopped parsley before serving.
