Quarter the potatoes and chop them into random sized pieces, trying to keep them roughly the same size.
Place the chopped potatoes in a pot and cover with cold water.
Bring the water to a boil, then add salt and cover with a lid.
Cook the potatoes for about 20 minutes until tender.
In a separate saucepan, melt some butter, then add milk and cream, stirring to combine.
Add chopped chives to the milk mixture for flavor.
Season the milk mixture with about a quarter teaspoon of ground white pepper and a quarter to half teaspoon of salt, then let it simmer.
Once the potatoes are tender, drain them but keep the pot on low heat to help with mashing.
Gradually add the milk mixture to the potatoes while mashing them with a hand masher until smooth and creamy.
Adjust the consistency by adding more milk if desired, ensuring it is loose but not runny.
Stir in the chopped spring onions and mix well until heated through.
