Start with 250 milliliters of boiling water.
Add oil, sugar, and salt to the boiling water and stir while heating.
Once the water comes to a boil, turn off the stove.
Mix in flour into the boiling water until well hydrated.
Cover the pot with a lid and allow the dough to steam for about two minutes.
Mix the dough a few times to ensure there are no big dry spots.
Add 1 tablespoon of oil and mix until partially absorbed.
Turn the dough out onto the countertop and lightly knead by folding it over itself 4 or 5 times until smooth.
Put the dough into a bowl, cover with plastic wrap, and let it cool until warm or at room temperature.
For the chocolate sauce, in a pot, combine water, cocoa powder, and salt, whisking to dissolve the cocoa powder and bring to a simmer.
Optionally, add a little butter to the water mixture for richness.
Once simmering, remove from heat and pour over chocolate chips in a large bowl, cover, and let sit for 30 seconds to a minute.
Whisk the mixture until smooth and set aside.
To make cinnamon sugar, mix about half a cup of sugar with cinnamon and whisk until well combined.
Place a closed star tip into a pastry bag (845 or 846) and cut off the tip.
Fill the piping bag with churro dough, pushing it through to the tip and twisting the opening to prevent drying out.
Heat oil to 350 to 375 degrees Fahrenheit for frying.
Pipe the dough straight into the hot oil and use scissors to cut to the desired length.
Use a wooden skewer or chopstick to move churros around to prevent sticking.
Fry for about 3 to 4 minutes until dark golden brown.
Drain excess oil briefly, then toss churros in cinnamon sugar if desired.
Serve churros warm with chocolate sauce or dulce de leche.
