Heat 2 tablespoons of olive oil in a frying pan.
Add chopped shallot and minced garlic to the pan with a pinch of salt, and sweat until fragrant.
Turn the heat down and add 1 tablespoon of chili seasoning and 1 tablespoon of flour, stirring to combine.
Cook the flour for a minute to avoid a raw taste, adding more oil if necessary.
Pour in chicken broth, using an amount equal to the peas, and stir until the mixture thickens and becomes glossy.
Turn off the heat and add the drained and rinsed canned peas, tossing to combine.
Transfer the mixture to a baking dish.
Top with shredded red leicester cheese, spreading it edge to edge.
Sprinkle panko breadcrumbs over the cheese.
Bake in a preheated oven at 425°F for 10-15 minutes until the cheese is melted and the breadcrumbs are toasted.
Remove from the oven when bubbling around the sides and crusty on top, and let cool for 5 minutes before serving.
