Add 3 tablespoons of yeast and 1 tablespoon of sugar to a bowl.
Pour in 1 cup of warm water and stir to combine.
Let the yeast mixture sit to activate while preparing other ingredients.
In a large bowl, combine 10 cups of all-purpose flour and 1 tablespoon of salt.
Add 1/2 cup of sugar to the flour mixture and mix well.
Make a well in the flour and pour in the yeast mixture.
Add 3 cups of water to the bowl, totaling 4 cups of water with the yeast mixture.
Add 1/2 cup of vegetable oil to the mixture and stir until combined.
Mix for about 5 minutes until the dough is shaggy and well combined.
Let the dough sit for 10 minutes to rest.
Knead the dough on a clean surface until smooth, about 5 minutes.
Cover the dough with a cotton towel and let it rise in a warm place for about 1 hour.
After 1 hour, punch down the dough and prepare to shape the rolls.
Grease a baking dish with shortening or oil.
Shape the dough into rolls and place them in the greased baking dish.
Cover the rolls and let them rise until puffy, about 30 minutes.
Preheat the oven to 375°F.
Bake the rolls for 15 to 20 minutes until golden brown.
