Preheat oven to 375°F (190°C).
Finely chop onion and garlic.
Mix ground beef, chopped onion, garlic, bread crumbs, egg, parsley, cinnamon, nutmeg, salt, and black pepper in a bowl until combined.
Shape the mixture into elongated meatballs.
Heat olive oil in a skillet over medium heat until shimmering.
Brown the meatballs on all sides, about 5-7 minutes.
Transfer browned meatballs to a baking dish.
In the same skillet, add tomato sauce, red wine, bay leaves, and sugar; stir to combine.
Pour the sauce over the meatballs in the baking dish.
Cover with foil and bake for 25-30 minutes.
Remove foil and bake for an additional 10 minutes until sauce thickens.
Serve warm with rice or bread.
