Cook pasta to package directions in salted boiling water, then drain.

Chop fresh peppers into a 1 inch dice, removing all seeds, and set aside.

In a small saute pan, toast the pine nuts until a light browning occurs.

For the dressing, combine all remaining ingredients in a processor or blender until smooth.

Combine pasta, fresh peppers and dressing in a large bowl.

Scatter over the toasted pine nuts, and garnish with a few reserved fresh basil leaves.
