Place 120 g of milk and 25 g of flour in a saucepan over medium heat and stir constantly until it thickens to a paste.
Remove the pan from heat and set the paste aside.
Combine 120 g of milk and 40 g of heavy cream until it reaches 42°C to activate the yeast.
Add 50 g of sugar and 7 g of instant yeast to the milk and cream mixture, then mix it through and set aside for about 10 minutes until the yeast blooms and is foamy.
In a stand mixer, combine 450 g of flour, 2 tsp of salt, the warm flour paste, the yeast mixture, and 2 eggs.
Knead the mixture until a shaggy dough forms, then slowly add 55 g of butter cut into chunks one at a time while the mixer is running.
Knead the dough on high speed for about 15 minutes until smooth and elastic, performing the window pane test to check readiness.
Shape the dough into a ball and place it in a greased bowl, cover it, and allow it to rise in a warm place for about 1.5 to 2 hours until doubled in size.
Once risen, punch down the dough and divide it into 8 balls, cover, and let rise for about 15 minutes.
Roll the balls of dough into rectangular shapes and place them in a 9x13 inch pan, ensuring they are slightly touching but not overlapping.
Cover the rolls and allow them to rise for about 45 to 60 minutes until they have expanded.
Preheat the oven to 180°C.
Brush the tops of the dough with egg wash and sprinkle sesame seeds on top.
Bake in the oven at 180°C for 25 to 30 minutes until golden, ensuring the internal temperature reaches 200°C.
Cool the buns for about 5 to 10 minutes before removing them from the pan and allow the bread to cool completely.
Combine 4 tbsp of melted butter with 1 tsp of garlic powder to make garlic butter.
Brush the bread with the garlic butter and toast on a pan until golden brown.
