Combine dry white wine and saffron in a measuring cup and stir; let sit for about 20 minutes.
Add olive oil to a paella pan and heat over medium.
Add chopped onions and sauté for 2 minutes.
Add equal amounts of red, orange, yellow, and poblano peppers; sauté for a couple of minutes until softened.
Add pressed garlic and sauté for 1 minute, being careful not to burn it.
Add smoked paprika, red pepper flakes, sea salt, and black pepper; sauté for 1 minute, stirring constantly.
Add a sprig of thyme and the white wine saffron mixture; stir and let simmer for a couple of minutes.
Add a can of fire roasted tomatoes (or 3 seeded and chopped Roma tomatoes); combine and bring to a simmer.
Add bomba rice and stir until evenly distributed.
Pour in chicken broth and add freshly squeezed blood orange juice and frozen peas; blend well.
Increase heat to bring the mixture to a boil, then transfer to a preheated oven at 400ºF/200ºC.
Set the timer for 15 minutes.
After 15 minutes, remove from the oven and add calamari rings, mussels, clams, prawns, and scallops, pressing them down gently to partially submerge.
Transfer the pan back to the oven and cook for another 15 minutes.
Remove from heat and cover with foil and a clean dish towel; let rest for 5 minutes.
Sprinkle fresh chopped parsley and garnish with lemon wedges before serving.
