Beat the eggs until creamy and lemony colored.
Combine the milk, yeast mixture, and beaten eggs into the flour mixture and stir until thick.
Turn the dough out onto a clean surface and knead by hand for about 5-7 minutes, adding flour as needed until the dough is smooth and elastic.
Rub a clean bowl with the butter wrapper, place the kneaded dough inside, cover with a towel, and let it rise in a warm place for 1 hour.
Divide the risen dough into 10 equal pieces, weighing each piece for accuracy.
Shape each piece into a smooth ball and place them on a parchment-lined baking sheet, covering with a towel to rise for another hour.
Prepare the topping using vegetable shortening, sugar, and cocoa powder, mixing until combined.
Flatten each dough ball and spread the topping on top before baking.
