Rinse the rice under cold running water and let it sit for 5 minutes to drain.

In a large pot over medium heat, add the water and rice, mix well. Cook uncovered for 15 minutes, stirring continually.

In a saucepan over low heat, add the evaporated milk, whole milk, the spices, vanilla, and lemon zest. Cook uncovered for 7 to 10 minutes to warm up the milk. After the 10 minutes, turn off the heat, cover, and let it sit.

After 15 minutes, when the rice feels soft and some water has evaporated, add the warm milk and continue cooking for an additional 5 minutes uncovered, stirring continually to prevent it from sticking to the bottom of the pot.

Add the condensed sweet milk and cook for an additional 10 minutes or until the rice is cooked through and soft.
